Carter Center Roadmap Drives Better Access to Information

A new, Carter Center-developed tool evaluates how well public administrations around the world can respond to requests for information and identifies next steps to improve transparency.

The Implementation Assessment Tool has four main objectives:
• Establish the first comprehensive set of implementation benchmarks
• Identify the extent to which a government has implemented its law
• Provide a roadmap for improvements, based on the tool's findings
• Contribute to scholarship on implementation of the right of access to information
